European directives of EMC (2014/30EU) and LVD (2014/35/EU) are the basic and more generic directives of the CE marking.

R&TTE Directive 2014/53/EU (RED)
Human Exposure Directive 99/519/EC
Toys 88/378/EC, 93/68/EC and
Medical Directives 93/42/EC are using for the testing basically EMC and LVD directives.
EMC without LVD, LVD without EMC alone, it can not be said that products can be used at the performance levels they are designed to be safe and will not harm people.
